London style charging for Birmingham

Congestion charging, or pay by mile, is being considered in the West Midlands.

It is part of a range of solutions to a 22 per cent growth in traffic by 2021. Such growth unhindered would create an additional 300,000 hours of additional travel each day.

It would cost West Midlands businesses an additional L205m each year.

Congestion charging, or pay by mile, is being considered in the West Midlands.

It is part of a range of solutions to a 22 per cent growth in traffic by 2021.

Such growth unhindered would create an additional 300,000 hours of additional travel each day.

It would cost West Midlands businesses an additional £205m each year.

Congestion to cost additional £205m if no action taken

“The London congestion charge has been hailed a success, but at what cost?” comments Lorraine Farnon, UK sales director & divisional vice president, National Car Rental.

“It may have cut congestion, but many businesses say it has impacted significantly on their profits.

“Before Birmingham road charges are introduced, other proposals should be considered. Perhaps the UK should fall in line with other European countries.

“Here drivers pay tax according to fuel usage. These taxes are reinvested back into the road and transport system.

“Such a system would encourage people to use less fuel and invest in more efficient vehicles. This method reduces both traffic congestion and emissions.”

The green paper discussion document suggests:

    • Distance based road user charging – satellite navigation tracks and charges by distance and time of travel
    • Zonal based system – charge to travel between identified areas depending on time and congestion levels
    • Nine-centre system – creates boundaries around main commercial centres with entry charges
